Phantom Prospect
When you log in to your bf4 battlelog and browse to Leaderboards, there is a skull icon on the bottom left of the page. Click on it to reveal a terminal, enter bumpinthenight to unlock the Phantom Prospect Assignment. Completing the assignment unlocks the Phantom Program Dog Tag.
Explanation
Different numbers in braille can be found on statues across all China Rising Expansion maps. If you convert the numbers to letters, and order the right way (anagram), you get the keyphrase.
